Welfare or welfare work consists of actions or procedures — especially on the part of governments and institutions — striving to promote the basic well-being of individuals in need. These efforts usually strive to improve the financial situation of people in need but may also strive to improve their employment chances and many other aspects of their lives including sometimes their mental health. In many countries, most such aid is provided by family members, relatives, and the local community and is only theoretically available from government sources.

In American English, welfare is often also used to refer to financial aid provided to individuals in need, which is called benefit(s) or welfare benefits in British English.

Welfare can take a variety of forms, such as monetary payments, subsidies and vouchers, health services, or housing. Welfare can be provided by governments, non-governmental organizations, or a combination of the two. Welfare schemes may be funded directly by governments, or in social insurance models, by the members of the welfare scheme.

Welfare systems differ from country to country, but welfare is commonly provided to those who are unemployed, those with illness or disability, those of old age, those with dependent children and to veterans. A person's eligibility for welfare may also be constrained by means testing or other conditions.

In a more general sense, welfare also means the well-being of individuals or a group, in other words their health, happiness, safety, prosperity, and fortunes.

What proof of welfare fraud do you have to have to report someone?
Q. If I report someone for welfare fraud, what proof would they need to actually determine if it's fraud? What will happen if they're found guilty?

A. Investigations are conducted at the county level; you would contact the local county agency. You don't need proof, that's their bailiwick. The penalty would depend on the type and severity of the fraud.

How does the government know if illegals are getting welfare and how common is it?
Q. I read where a lot of illegals are getting welfare by using fake identification. Is this true and what is your source. I also read where illegals can not be refused for emergency medical treatments. If so how can we afford them I am not referring to a race. I read in the New York times that illegals are costing the state 9 billion a year. The Washingon Post had it at I believe 7 Billlion a year. Those are huge numbers. Nothing to do with people who are legal.

A. I don't know, but almost anyone can get fake ID. My mom knows this lady that's illegal and she even has a fake license and a fake SS number. I think it's a joke. The government says they are doing something about illegal immigration but they really don't. I mean I feel compassion for people who want to be come here for a better life, but that just isn't right. They need to do it the right way like I did. I came here legally from the Dominican Republic and I'm a permanent resident. These days people come with a tourist visa and they stay. I think it's wrong.

Is there any proof that illegal immigrants gain access to welfare and other social programs?
Q. Everyone keeps blaming illegal immigrants for virtually everything these days, particularly, the bankruptcy of California. Who can provide legitimate proof that illegals gain access to social security numbers and receive welfare and can anyone provide how much money goes to illegals? Is there any study that can prove this assertion? Otherwise, it just seems like people are simply scapegoating illegal immigrants. Note: Has anybody here worked in welfare who can attest to this assertion?

A. HECK YES! Anchor babies get free education, paid by taxpayers. While the illegals don't get welfare checks, the anchor babies do. They have caught pregnant women sneaking over the border, just in time to pop out a kid so the baby is a US citizen. They then say, my baby is a citizen and has a right to be here so I need to stay. Illegals either work under the table for cash or they steal SS#s to get jobs - just ask anyone that is a victim of ID theft and has had to deal with the IRS. Haven't you seen the illegals on the corner/Home Depot job sites, begging for work? Do you honestly think they are paying them legally? Illegals/anchor babies get free health care, paid by the taxpayer. They have to treat them. This is common sense! They… [cont.]
