A. That is how both got that way. First a dictator is supported to power by Corporations that want to make off with the natural wealth. Then the Dictator is loaned millions of dollars that mostly end up in the pocket of the dictator or his cronies. And even when the dictator is thrown out there is still crushing debt. Huge Fund raising by Bill Gates, Bono, Bill Clinton, President Carter, arranges for the debts to be paid off, usually at a huge discount, but then Vulture Funds snap up the cheap debt, and stick the countries yet again. This is the plan for America by the current Gang Of Pirates as well.
